New FIFA transfer system tested by case of Pascal Nouma (05.10.2001)

The first portent to the new FIFA transfer system turns out to be the Pascal Nouma case. The former PSG player moved to Marseille Olympique from Besiktas Istanbul this September for 18 millions francs (2.7 millions euros). According to the newly adopted FIFA transfer system Olympique have to pay 5 percent of the transfer sum to the native club of the player, Paris St. Germain. His transfer took place after September 1st, the official deadline to the transfer period.
"The National League has enlisted the contract after August 31st, the official deadline to the transfer period," announced Philippe Diallo, the general secretary of the Union of French Professional Clubs (UCPF).
Since Olympique bought Nouma for 18
millions francs the payout to the Parisian side will come up to 900,000 francs.
By the way, the small Parisian side Le Stade de l`Est, where the player began his professional career can also claim some money.
The Marseille sides have 30 days at their disposal to payout the debt, or else PSG have right to appeal to FIFA.
And here comes all the controversy of the new system. The regulation doesn`t state clearly whether the five percent should make part of the transfer payout or not. In the first case Olympique should lose the money, in the second-- the Turkish side.
In case if Zinedine Zidane ever decides to leave Real Madrid, the Spanish side will have to pay a lot to AS Cannes, the Algerian`s native side.
