FIFA signs agreement with players` union (03.11.2006)
BARCELONA, Spain (AP) - Under pressure from European clubs and national governments over player rights and match-fixing scandals, FIFA signed an accord with the worldwide players` union Thursday to work together to resolve major issues in the sport.
The "memorandum of understanding" was signed by FIFA president Sepp Blatter and FIFPro chief Philippe Piat at the Camp Nou stadium.
The two sides promised to resolve transfer disputes more quickly, work together to fight doping, coordinate the international match calendar and do more to combat racism.
"Today is a historic day - this signing is of formidable importance," Blatter said. "In the pyramid of football we easily forget players are at the base and without the players, we wouldn`t have clubs, leagues, and so on."
FIFA has come under fire from clubs demanding compensation for players injured while on international duty.
World soccer`s governing body is awaiting a decision by the European Court of Justice on whether it will have to pay €615,000 (US$775,000) in compensation to Belgian club Charleroi, whose midfielder Abdelmajid Oulmers was out for eight months after being injured playing for Morocco in November 2004.
The G-14 group of major European clubs is backing Charleroi and has also supported a similar case involving French club Lyon.
"There are some clubs and players who believe they can fight by legal suits that undermine the entire (house)," Piat said. "FIFA is a private organization that makes private decisions, so the day that players accept decisions from outside influences - like in this case the court - is a troublesome day."
Under current regulations, either the club or the national federation is expected to take out insurance on any player on international duty. Some less wealthy national federations cannot always afford this insurance.
"We must ensure that our players are safeguarded," Blatter said of their right to play for
their country. "Before a decision is made by the tribunal concerning the Charleroi case, we will come up with a solution and protocol so that we don`t end up with a second Bosman case."
Blatter said that FIFA`s "For the Good of the Game" taskforce was working on that protocol and the level of fixed compensation.
In 1995, Jean-Marc Bosman overhauled European soccer`s transfer system after winning a five-year court battle to allow out-of-contract players to move to other clubs without transfer fees.
Though Piat welcomed the landmark Bosman ruling, he said soccer should now be left alone to sort out its problems.
"Today is the launch of a period of football dealing with its own problems and not an outside organization. It sends a message to the likes of the G-14 and other outside associations that we want to solve our own problems," Piat said.
A recent European Union-backed report said financial scandals, corruption and racism had left European soccer in a dire state and called on the "direct involvement of political leaders" to put the sport back on track.
FIFA and FIFPro vowed to balance national and international legislation "in order to avoid the reoccurrence of conflicts of competence."
The memorandum said they will undertake "measures against the multiple ownership of clubs" while adding provisions to protect youth players and players` working rights.
Blatter and Piat will chair three annual meetings to develop and implement the initiatives.
Either organization can withdraw from the agreement with three month`s notice, and a reevaluation of the pact will be held in two years.
FC Barcelona players Samuel Eto`o and Lilian Thuram attended the ceremony, in which Barcelona president Joan Laporta was named chairman of the `For the Good of the Game` competitions working group.
