Hayatou defends his decision (19.01.2002)
The president of Caf, Issa Hayatou, has said that the new decision to use the African Nations Cup as qualifiers for the World Cup finals will be an advantage for the continent.
The controversial plan was ratified by Caf at its pre-Mali congress, and will take effect from the qualifiers leading to the 2006 World Cup in Germany.
And Hayatou has ruled out fears that such a system will only favour the continent`s stronger teams.
"According to the system we want to adopt, the smaller football nations would have an advantage," he argued.
"Previously, teams that hardly qualify for the group stages of the qualifiers go out in a knock-out stage, but now they will have the chance of playing a round robin league system."
"This means that with 52 nations, there could be 12 to 13 groups of teams and they will play in a league format."
"This will be the qualifiers for both African Nations Cup and World Cup."
Caf wants the four semi-finalists to qualify for the World Cup and the fifth qualifying team would be decided through a play-off during the course of the Nations Cup.
/> At this stage Hayatou said it has not been decided yet whether the various qualifying groups will be split by regional basis.
"Whatever happens, the Executive committee of Caf will take the best decision possible in the interest of African football`s development so nobody should panic," Hayatou promised.
Budgets down
The African football boss said that a number of issues were looked into before the proposal was made.
"With the separate qualifiers for the Nations Cup and World Cup, it increased the spending of many associations who relied on foreign-based players in Europe."
"Now budgets could be cut down and players will not have to make too many long flights about 18 times in the year."
He added the hassle between club and country with the international harmonized calendar would hopefully come to an end.
Hayatou also believes that the host of the Nations Cup will not have the advantage to qualify for the World Cup.
"We have seen in the past that some host nations have even gone out in the first round like Senegal and Tunisia."
