ZURICH, Switzerland — Soccer`s world and European governing bodies agreed Friday to work together again to come up with new rules on player trades and free agency. FIFA, the world body, backed off its attempts to unilaterally negotiate with the European Union, which has demanded changes in the system after receiving complaints from some players and
clubs. The EU says the current rules on transfers violate its antitrust regulations on the free movement of workers. UEFA and FIFA are reviving an old joint task force and hope to develop a proposal by next week. The two main issues remaining are the guaranteed minimum lengths of contracts and the conditions under which a player can break a contract.
