FECAFOOT: Why the Texts Have to be Revised (10.05.2004)
The Minister of Youth and Sports last Friday created a commission to revise the basic texts of the Cameroon Football Federation.
A new executive bureau to manage the affairs of the Cameroon Football Federation for the next four years was expected to be elected on April 24th, 2004. The elections however could not take place due to recent developments in the national football scene. On the eve of the D-Day, government made a giant stride to bring order in the chaotic management of Cameroonian football. The Head of State signed an important decree reshuffling the government. The Minister of Youth and Sports was sacked. A communiqué from the Minister of State, Secretary General of the Presidency, clearly stated the raison d’être of the cabinet shake off: "take sanctions against certain lapses and …enhance the efficiency of the government team".
The domain of sports certainly had some of the worst lapses in recent times. The untimely elimination of the Lions from the recent African Cup of Nations in Tunisia, the bundling out of the Cameroonian Under 23 team, Olympic champions, from the Athens Games next August and the recent sanctions by the world football governing body, FIFA, to the Cameroon Football Federation (fine of CFA 85 million and deduction of six points from their 2006 World Cup and Nation Cup qualifiers that is yet to begin), were blunders to tickle government action. The same communiqué of the Minister of State, Secretary General at the Presidency, said the Head of State had "prescribed the sending of a commission of inquiry to FECAFOOT and a quick review of the statutes of that body".
Last Friday, this prescription took form as the Minister of Youth and Sports, Siegfried Etame Massoma,
signed an order creating a commission to review the statutes of the Cameroon Football Federation. The commission headed by Nguewa Omer has as mission to re-examine the basic texts of the federation so as to ensure that government’s sports policy in the domain of football is implemented. The experts will also examine the statutes, internal rules and regulations, as well as the general regulations of FECAFOOT. This is in a bid to ensure a transparent management of football in the country, as well state the nature of collaboration between the ministry of tutelage (Youth and Sports) and the federation. The nine man commission would also ensure that the statute and regulations of FECAFOOT are in line with those of the World Football governing body, FIFA, to which it was affiliated in 1962. The commission, which brings together sports administrators, jurists and seasoned footballers, will also ensure that the rules and procedures relating to the choice of officials of the federation guarantees transparency and democracy at the divisional, provincial and national level.
In effect, hitherto the FECAFOOT elections that were supposed to take place on April 24th, voices were raised to cry foul about the texts of the structure which are curbed in a way as to give an edge to the incumbent during elections. In a press briefing in Yaounde on April 16, 2004, Bell Joseph Antoine, former goalkeeper of the Lions, said he could not stand for elections into the executive bureau of FECAFOOT except the texts were changed. "I cannot go into an election whose outcome is known in advance…the outgoing team already has an advance of 78 votes over the two other candidates", he told journalists. Wherefore the need to revise the texts.
