The last battle to succeed France (winners in Trinidad and Tobago two years ago) as World Under 17 champions in football begins today in Finland. Since its inception 18 years ago in China — then the FIFA U-16 World Championship, FIFA´s youngest-age tournament has been a peculiarly open stage on which some of the world’s most talented teenage footballers can freely show glimpses of unparalleled inspiration and hints of future glories. The tournament has, over the years, stood out like a beacon of honest, attack-minded football with creativity and improvisation being the rule of the day. Negative stifling approaches take a backseat to the youthful vim and vibrancy of free-flowing forward thought.
This year, the finest junior football teams from the six football confederations in the world are participating. Most of the players will be beginning their maiden voyage onto the world scene. Based on the principle of one qualifier from Oceanic (Australia) and three each from the rest, the sixteen sides - China, Korea Republic and Yemen from Asia; Cameroon, Nigeria and Sierra Leone from Africa; Spain, Finland (qualified as hosts) and Portugal for Europe; Argentina, Brazil and Colombia for South America and Costa Rica, United States and Mexico for North, Central American and Caribbean. Football fans are in for a real treat, as the talented generation of players from all over the world will begin showing just what they can do. Four stadiums in the cities of Tampere, Turku, Lahti and Helsinki will host the games. Helsinki, the Finnish capital, will play host to Group A on the artificial turf in Töölö stadium, a first for a FIFA competition.
Cameroon takes on Brazil tomorrow in Tampere, the beating heart of Finland’s second-largest urban area located 180 km north of Helsinki and one of the centres of Finland’s world-famous hi-tech industry and
research. The encounter will be a clash of two giants as Brazil are the tournament’s superlative: they have played more games in FIFA U17 World Championship tournaments than any other team, won most matches, drawn most times, scored most goals, gained most points, and won most titles. Cameroon, although a first-timer, is Africa’s champions and would certainly want to enter the tournament with head high. The country is the 11th African team to participate in a FIFA U17 World Championship final tournament. The last two CAF new comers both won their first matches: In 1997 Mali beat New Zealand 4-0, while in 1999 Burkina Faso outplayed Jamaica 1-0.
Finland 2003 will also be a tournament with a lot of innovations. New refereeing rules will be introduced. Players receiving a yellow card in consecutive matches will not be automatically suspended for the third, as is the case in other FIFA competitions. Here, a third yellow card will be required for a player to receive a suspension for the next match - a gesture introduced to compensate for the errors of youth. However, unlike in previous tournaments, cards picked up in the first round will be carried over to the knockout stages. Similarly, an experiment first tested at Trinidad and Tobago 2001 is to be repeated: the 9.15m (or 10 yard) rule, whereby a team that does not respect the regular distance at a free-kick is sent back a further 10 yards when the kick is retaken.
There will also be lots of prizes to be won. In addition to the FIFA U-17 World Champion Trophy and the gold, silver and bronze medals, the three best players of the tournament as voted by the members of the accredited media on the last match-day, the top three goal-scorers and the team with the best record of fair-play according to the point system and criteria established by FIFA’s Fair Play Committee, would be rewarded.
